Regional rollout of school clubs
In Japanese: 部活動の地域展開 (bukatsudo no chiiki tenkai)
Definition
The regional rollout of school clubs (bukatsudo no chiiki tenkai) moves pupils’ sports and arts activities from school clubs out to community clubs.
In more detail
National guidelines (December 2025) renamed the earlier “regional transfer” to “regional rollout” to better reflect the reform; working with the community inside school clubs, such as club instructors or joint clubs, is called “regional collaboration”.
Academic years 2023–2025 were the “reform promotion period” and 2026–2031 is the six-year “reform implementation period”; for weekend activities the aim is regional rollout of, in principle, all school clubs within that period.
The main target is public lower secondary schools, but national and private lower secondary and high schools are encouraged to follow it.
